11 September 2001 brought sharply into focus the need for London to be able to respond quickly and effectively if a similar incident occurred in the capital. A coalition of key agencies - known as the London Resilience Partnership – joined forces in May 2002 to plan and prepare for potential emergencies. This was the first time a strategic, pan-London regime was established that could co-ordinate planning across London.
